Ok, so if you go back far enough in this thread, you'll find a review for two late Victorian, Gothic in style, books, one of which was set in Withering-on-the-Sea.
This one is also set in a "Witheringe," although this time it's a house, and it's not the setting that's spooky - it's a secondary character. I love the way the reader is left to be somewhat unsure as to whether Zenobia is real - and how she's real is never explained. What irony, however - a character, who is undoubtedly a "spirit," obsessed with talking to other "spirits!" Loved this creepy read.
